Rhetorical Situation
The context of the rhetoric made up of an issue, rhetor, medium, and audience.

Bitzer Theory
Bitzer Theory states that rhetorical situation is a situation that's real and demands a reponse
Vatz
Vatz Theory states that situation are forged by rhetors surrounding it.
Who is right?
I think Vatz is right because situations tend to be discussed by the rhetors around it. For example, on this Fox News article about protesters in Portland, Hannity says "To each and every single person on either side that has an extreme agenda, you must stop this insanity — this lawlessness", he clearly uses the word of "extreme" as well as "lawlessness" because Fox audience views anything outside of the law as "bad" as well as "either sides" so he and audience believes that they are neutral, even if their other statements contradict it
