The summary written below is from the link: https://www.floprva.org/wp-content/uploads/2019/05/For-the-Love-of-Poodles-Dog-Foster-Care-Manua1.pdf

The dogs in the foster care can come from various different places or even situations. The dogs that come usually are returned dogs from adoption, dogs derived from a rescue shelter, or the owner has surrender the dogs and gave them away to a foster care home. When considering adopting for the dog, foster family needs to consider that the place they are able to offer is healthy and safe for the dogs to live in and play in. Aside from that, there needs to be socialisation time between the dog itself and the foster home that wants to take care of the dog. Socialisation process between the dog and the owner is highly important, for it creates a bond between them and the dog will learn to trust the owner more as time goes, which will create an obedient dog. The new foster parents of the dog also needs to spend as much time as they can with the dog although the energy level and needs of every dog tends to be different, but they spending time is still a must. The minimum time that should be spent with the dog is 2 hours in order for the dog receives the socialisation and happiness that he or she needs.
