This is true: "Rhetoric situations has been defined differently by many people", the first part of your definition, "A rhetorical situation is the type of passage that writers or speakers use to develop their rhetoric" is gobbledygook.

More gobbledygook here: "rhetorical situations are created by the situation". Vatz's point was that rhetorical situations are constructs, created by the the rhetoric itself, so he's a post-modern, a social constructivists, he's saying the language of debate creates the landscape and the world of the topic being discussed.

You might say something about how the author is creating a landscape where Bolsonaro and Trump are equated, right? How is that being done: which words and phrases. This is the "snuck premise", because someone else is going to come along and say, "no, the situation in Brazil is totally different, those two politicians are not at all alike...
